Health Coverage Tax Credit (HCTC) program
Overview
The Health Coverage Tax Credit is a federal tax credit program administered by the Internal Revenue Service. The program may be available to eligible individuals who receive:
- Trade Adjustment Assistance benefits
- Alternative Trade Adjustment Assistance/Reemployment Trade Adjustment Assistance
- Pension Benefit Guaranty Corporation payment and are at least 55 years old
Effective Jan. 1, 2012, the program will pay 72.5 percent of qualified health insurance premiums, allowing eligible individuals to pay only 27.5 percent
There are four types of qualified health plans:
- State-qualified health plan
- COBRA
- Spousal coverage
- Non-group or individual health plan

Please note: To be eligible for BCBSM's Health Coverage Tax Credit state-qualified health plan, you must be eligible to participate in the federal HCTC program. When you no longer participate in the federal HCTC program, you are no longer eligible for BCBSM's HCTC state-qualified health plan.
Blue Cross Blue Shield of Michigan is the state-qualified health plan for the HCTC in Michigan.
Plan choices
Plan 1 and 2 are BCBSM PPO plans.
With a PPO, or preferred provider organization, members save money when they receive services from doctors and hospitals in our network. If members go to an out-of-network provider, they will have to pay more out-of-pocket for those services, and some some services may not be covered.
